In 2001, he graduated from the Faculty of Law and Administration of the University of Warsaw with a master’s degree in law. He holds postgraduate studies in control, auditing and management, as well as controller training.
In the years 1997-2001 he was the personal secretary of the Prime Minister, Jerzy Buzek. From 1993 he was associated with local government, and until 2006 he held the position of vice-president of Zgierz.
In the 2007 parliamentary elections, he was elected as a senator for PO and chaired the Legislative Committee.
In 2009, he took up the position of Secretary of State at the Ministry of Justice. In the same year, he was appointed Minister of Justice and Prosecutor General in the first government of Donald Tusk.
In 2013, he took over the presidency of the Supreme Audit Office, serving in this capacity until August 2019.
In the 2019 parliamentary elections, he was elected senator from district no. 24. In the Senate, he became the chairman of the Legislative Committee, and in January 2020, he was elected a member of the National Council of the Judiciary.
In 2023, he was re-elected and in the 11th term of the Senate he again took up the position of chairman of the Legislative Committee and once again became a representative of the upper house in the National Council of the Judiciary.
He was a member of the Polish Paralympic Committee and vice-chairman of the National Coordination Committee of the Independent Students’ Association. He belonged to the Public Benefit Activities Council.
